Introduction of the Competencies Tab for Job Records

The packaged lightning record page for Job has been updated to introduce the Competencies tab. This is used to visualize the applied Competencies for that Job, and (user permissions willing) enables the user to make allowed changes to these Competencies (increasing severity or adding new required or detrimental Competencies).

This update also tidied up both the Job and Closing Report lightning record pages to ensure the Schedule tab is only visible for shift-based work.

Due to a bug in WFM, version 3.4.7 or later is required to enable the Competency Changes component to function correctly.
