Credential Requirements Now Display Correctly in Candidate Portal

Candidates can now view and complete their required credentials in the portal as expected. A fix has been implemented to ensure credential requirements are properly sent to the task queue. Previously, an issue prevented these tasks from being created, causing them to not appear for candidates.
