Talent Platform Tab Button Loading in ATS

We have resolved an issue where the Talent Platform tab in the ATS would fail to load the “Merge Candidate into Able Later” and “Create Candidate Able Account” buttons when the "Emergency Contact Phone" field was blank. These buttons will now load correctly regardless of whether this field is populated, ensuring a smoother recruiter experience.
