Improved Issuing Authority Lookup for Foreign Passports

What’s changed?

We improved the country search in Sections 1 and 2 of the I-9 for individuals selecting a foreign passport country of issuance. The Issuing Authority field now more reliably recognizes both full country names and three-letter abbreviations, making it easier to find countries with longer or more complex names.
