Edit and Delete Permissions Now Properly Enforced for Approved Change Requests

What’s changed?

We resolved an issue where entitlements for editing and deleting Approved Change Requests were not being respected. Now, users with the Edit Approved Change Requests permission can edit but not delete, and users with the Delete Approved Change Requests permission can delete but not edit, ensuring proper access control based on assigned permissions.
