Expenses V2: Allow Attaching Receipt Images to Entire Expense Report

What's new?

In the new Expense UI (Expenses V2), users can now attach receipt images to an entire expense report, not just to individual line items. A new Actions menu on the expense report includes options to attach a receipt to the report and view all attached receipts, alongside the existing print report option.

Why does it matter?

This enhancement restores functionality that was available in the previous Expense UI (Expenses V1), giving users a way to attach report-level documentation, like an itemized receipt or approval form, that doesn't belong to a single expense line.

How do I enable this?

Generally Available: Enabled by default for all Expenses V2 users.
