Resolved Duplicate Row Issue when Parsing Education Entries

We fixed an issue where parsing a resume's certifications and education created too many rows per entry on the Education tab. Now, users will see a single entry per parsed certification and education item. We have future work planned to address how the parser maps licenses on the Education tab.
