PO Box Address No Longer Bypasses Residence-Based Document Rules

An issue was resolved where PO Box addresses were accepted as residential addresses without creating a residence record, which caused document rules tied to Lived In Country or State, such as Direct Deposit and Pay Options documents, to be excluded from the candidate's onboarding package.
What This Fix Means
The address validation now correctly blocks PO Box entries from being submitted as a residential address. Residence-based document rules now trigger as expected during onboarding, so candidates receive the correct documents every time.
Enablement Steps
If a candidate was affected before this fix, reopen their profile so they can enter a valid home address.
