Suggest-Skills-From-Skills Endpoint Response Fix

The suggest-skills-from-skills endpoint in the TX ontology API now returns a 200 success response with an empty result list when a valid skill code has no available suggestions. Previously, this scenario incorrectly returned a 404 error.
