Job Reopen/Complete No Longer Fails When an Off Limit Policy Has Been Deactivated

Reopening a Job no longer fails when one of its Off Limits badges belongs to a Job Role or ATS Stage policy that has since been deactivated.

Previously, when a Job's status changed, the Off Limits engine would try to restore an associated badge to its prior enabled state as part of a policy extension — even if the badge's parent policy had since been deactivated. Because badges can only be enabled or disabled from an active Off-Limits Policy, this raised the error and rolled back the entire Job save, permanently blocking the Job from being reopened.

Now, the engine checks the parent policy's Active status before attempting to re-enable a badge. If the policy is inactive, the badge is left in its current (disabled) state, and the Job save completes normally.
