Best Practices for Using Bullhorn Talent Platform During a Federal Government Shutdown

Update – October 13, 2025, 11:00 AM ET

We have completed reprocessing all E-VerifyClosed An online system that confirms the eligibility of an Employee to work in the United States. The process compares information entered by an employer from an employee’s Form I-9, Employment Eligibility Verification, to records available to the U.S. Department of Homeland Security and the Social Security Administration to confirm employment eligibility. cases that were initiated during the recent government shutdown and maintenance window.

Please log in to Talent Platform and review the I-9Closed Form I-9 to verify the identity and employment authorization of individuals hired for employment in the United States. Dashboard 2.0 to confirm that all candidates who should have an E-Verify case now have one created.

Once verified, please take the standard steps to review each candidate’s E-Verify case and complete any required follow-up actions.

Please note that a small portion of cases could not be processed due to routine E-Verify errors and will require manual review and resubmission.

E-Verify services are now operational. Bullhorn has resumed normal processing and is reprocessing any cases submitted during the outage. We’ll continue to monitor performance and post updates as needed.

E-Verify operations have resumed. Bullhorn is reprocessing E-Verify cases that were initiated during the outage. We will provide additional updates as processing completes.

We are working to restore E-Verify operations. When E-Verify becomes available, Bullhorn will automatically submit any pending cases for all customers. Please check this page regularly for updates.

As you may be aware, a potential shutdown of the United States federal government may impact certain services. Below are recommended best practices for continuing to use Bullhorn Talent Platform.

  • Continue Completing FormClosed Any document that needs to be completed and signed by a Candidate I-9s: Employees and employers are still required to complete Form I-9s even if the federal government is shut down. Normal I-9 completion procedures should continue without interruption.

  • Do Not Disable Automatic E-Verify: E-Verify Web Services may be temporarily unavailable during a government shutdown. If unavailable, E-Verify case creation will fail. It is important to resume the use of E-Verify as soon as services are restored to ensure compliance.

  • Managing Tentative Nonconfirmations (TNCs)

    • If the E-Verify system is down, TNC referrals will not process, and Further Action Notices (FANs) will not download.

    • Employees who need to act on TNCs (complete a FAN or visit a DHS/SSA location) will be granted additional time to resolve the matter after E-Verify operations resume.

  • Do Not Take Adverse Action Against Employees: Employers are prohibited from taking any adverse action against employees with TNCs that cannot be processed while the E-Verify system is unavailable..

Using the I-9 Dashboard to Identify Candidates Needing E-Verify

If you are leveraging Talent Platform, you can use the I-9 Dashboard 2.0 to quickly locate candidates who may need an E-Verify case created.

Steps:

  1. Log into Talent Platform

  2. On the left-hand side, click on I-9/ E-Verify to expand the section

  3. Click on I-9 Dashboard 2.0.

  4. On the right-hand side, click Advanced Search for additional filtering options

  5. Under Section 2 Completed Range, select the date range to display completed Section 2’s.

  6. Then click on Search on the right-hand side.

    • The dashboard will update to show relevant candidates

  7. Review the E-Verify Case # and Section 2 Completed columns to identify candidates who do not yet have an E-Verify case.

  8. To run an E-Verify case for a candidate:

    • Click on the candidate’s row to open the slide-out panel

    • Click Complete E-Verify Case.

Individual Candidate Profile

Follow these steps to initiate the process from the candidate's profile.

Steps

  1. Log in to Talent Platform.

  2. Use the search bar in the upper-left corner to locate the candidate.

  3. Select the candidate and navigate to the E-Verify section within their profile.

  4. If the I-9 was created more than 3 days ago:

    • Select a Late Verification Reason to indicate the delay.

    • Click Create New E-Verify Case to initiate the process.

This will initiate the creation of the E-Verify case in the system.
