Best Practices for Using Bullhorn Talent Platform During a Federal Government Shutdown

As you may be aware, a potential shutdown of the United States federal government may impact certain services. Below are recommended best practices for continuing to use Bullhorn Talent Platform.

Continue Completing Form
Any document that needs to be completed and signed by a Candidate I-9s: Employees and employers are still required to complete Form I-9s even if the federal government is shut down. Normal I-9 completion procedures should continue without interruption. -
Do Not Disable Automatic E-Verify: E-Verify Web Services may be temporarily unavailable during a government shutdown. If unavailable, E-Verify case creation will fail. It is important to resume the use of E-Verify as soon as services are restored to ensure compliance.

Managing Tentative Nonconfirmations (TNCs)

If the E-Verify system is down, TNC referrals will not process, and Further Action Notices (FANs) will not download.

Employees who need to act on TNCs (complete a FAN or visit a DHS/SSA location) will be granted additional time to resolve the matter after E-Verify operations resume.

Do Not Take Adverse Action Against Employees: Employers are prohibited from taking any adverse action against employees with TNCs that cannot be processed while the E-Verify system is unavailable..
Using the I-9 Dashboard to Identify Candidates Needing E-Verify
If you are leveraging Talent Platform, you can use the I-9 Dashboard 2.0 to quickly locate candidates who may need an E-Verify case created.
Steps:

Log into Talent Platform

On the left-hand side, click on I-9/ E-Verify to expand the section

Click on I-9 Dashboard 2.0.

On the right-hand side, click Advanced Search for additional filtering options

Under Section 2 Completed Range, select the date range to display completed Section 2’s.

Then click on Search on the right-hand side.

The dashboard will update to show relevant candidates

Review the E-Verify Case # and Section 2 Completed columns to identify candidates who do not yet have an E-Verify case.

To run an E-Verify case for a candidate:

Click on the candidate’s row to open the slide-out panel

Click Complete E-Verify Case.

Individual Candidate Profile
Follow these steps to initiate the process from the candidate's profile.
Steps

Log in to Talent Platform.

Use the search bar in the upper-left corner to locate the candidate.

Select the candidate and navigate to the E-Verify section within their profile.

If the I-9 was created more than 3 days ago:

Select a Late Verification Reason to indicate the delay.

Click Create New E-Verify Case to initiate the process.

This will initiate the creation of the E-Verify case in the system.
