Open Departments

Overview

The core concept of Open Departments is applying a single assignment number, pay rate, and bill rate to whatever department an employee works.

Multiple Assignment Numbers or Pay/Bill Rates are not supported or allowed with Open Departments.

This configuration allows the greatest amount of flexibility for time capture within a few basic constraints. Similar to the One Department configuration, each employee is loaded to Bullhorn Time & Expense with a single assignment number and a single pay rate and bill rate. Administrators are not required to manually configure access to each department an employee may work. When capturing time, the employee is able to record time not only against the assigned primary department, but against any department that is currently active on the clock.

Using the Clock

In this example, when using a clock, Eric is prompted to enter the department that he is working at the time. Touch screen clocks like Tempo and Cloud Clock allow an employee to enter a department number to search for matching departments as well as offering a choice among a limited number of available options on the screen. Push button clocks like Pendo and Optima require that an employee enter a valid department number to clock in.

Time Management Console Adjustments & Reporting

Time card adjustments performed by administrators are flexible. The special pay rules that drive Open Departments will allow administrators to make time card adjustments for an employee against any available department. If an administrator enters an adjustment against an unassigned department, Bullhorn Time & Expense will provide a valid assignment number and rate information to the adjustment based on the details associated with the primary department information.

Reporting information adjusts with the Open Department pay rules similarly. If an employee punches into a department outside of the primary department, reporting information on is updated based on the single assignment number, pay rate, and bill rate associated with Eric's primary department.

Pay & Bill Details

As there is a single assignment number only, this means that there is only a single pay and bill rate associated with that person's time. Shift Differential, Shift Premiums, and Overtime/ Double Time factors may apply, but the pay and bill rate associated with Eric's primary department will be applied to all departments and assignments worked.
