When to Use Paper I-9 Manual Entry

  • A candidate completed a paper I-9 at a job fair or in-person hiring event.
  • Your office or the candidate's location did not have internet access during onboarding.
  • A candidate visited your office and completed an I-9 on paper before accessing your onboarding portal.
  • You need to run E-Verify for a candidate who was onboarded offline.
  • You collected paper I-9s from multiple candidates at a single event and need to enter them into the platform.

Prerequisites for Paper I-9 Manual Entry

  • E-Verify is enabled for your organization using the AbleVerify integration, and the Enable E-Verify Submission from Paper I-9 setting is turned on. Paper I-9 manual entry is not available with the Crimcheck E-Verify integration. Contact your Bullhorn administrator to confirm your integration and complete the enablement steps below.

  • You have the user role required to submit E-Verify cases in Talent Platform. Any user with E-Verify permissions can access paper I-9 manual entry.
  • The candidate has an active profile in Talent Platform.
  • You have the completed paper I-9 form and any supporting identification documents on hand.

Enable Paper I-9 Manual Entry

A Bullhorn administrator must complete the following steps in order before paper I-9 manual entry is available to users.

  1. Navigate to Configuration > Settings > System Settings > FormClosed Any document that needs to be completed and signed by a Candidate I-9 & E-Verify.
  2. Enable the E-Verify toggle.
  3. Enable the AbleVerify toggle. AbleVerify must be fully configured and your organization must have a signed MOU before this option is available.
  4. Enable the Enable E-Verify Submission from Paper I-9 toggle.

Enter Paper I-9 Data for a Candidate

Use the following steps to enter paper I-9 data for a candidate and submit an E-Verify case in Talent Platform.

  1. Open the candidate's profile in Talent Platform.
  2. Select E-Verify from the left navigation menu.
  3. Select + Add from Paper I-9 to open the manual entry form.
  4. Complete Section 1 with the candidate's personal information. Field names in the form match the standard I-9 form.
  5. In the Employee Attestation section, select the candidate's Citizenship Status.
  6. In the Preparer and/or Translator Certification section, select one of the following:
    • Select I did not use a preparer or translator if the candidate completed Section 1 without assistance.
    • Select A preparer(s) or translator(s) assisted the employee in completing I-9 Section 1 if someone helped the candidate, then complete the preparer or translator fields that appear.
  7. In Section 2, select whether the candidate presented a List A Document or a List B & C Document, then complete the document fields that appear.
  8. In the Employment Details section, enter the Employee's First Day of Employment.
  9. In the Employer or Authorized Representative section, enter the Last Name, First Name, and Title of the employer or authorized representative who reviewed the I-9.
  10. In the Upload I-9 section, upload a copy of the completed paper I-9 form. Supported file type: PDF.
  11. Select Submit E-Verify.

E-Verify runs automatically using the submitted data. The E-Verify case status appears on the candidate's profile in the E-Verify section.

Late verification: E-Verify must be initiated within 3 days before or after the candidate's start date. If the start date falls outside that window, an error appears after you select Submit E-Verify. Select a late verification reason from the prompt, then select Create E-Verify Case to proceed. The I-9 data you entered is saved regardless of the window.

Duplicate case: If an E-Verify case already exists for this candidate, an error appears indicating a duplicate case. Select a duplicate case reason from the prompt, then select Create New E-Verify Case to proceed.

Troubleshoot Paper I-9 Manual Entry Issues

Use the following guidance to resolve common issues with paper I-9 manual entry in Talent Platform.

If the paper I-9 entry option does not appear on the candidate's profile

If your organization uses the Crimcheck E-Verify integration, paper I-9 manual entry is not supported. If your organization uses AbleVerify, confirm that all three settings are enabled under Configuration > Settings > System Settings > Form I-9 & E-Verify: E-Verify, AbleVerify, and Enable E-Verify Submission from Paper I-9. Contact your Bullhorn administrator to complete the enablement steps.

If the document type you need is not available in the List A or List B & C fields

Check that you have selected the correct Citizenship Status in the Employee Attestation section. Talent Platform filters the available document types based on the citizenship status selected. If you selected the wrong status, return to the Employee Attestation section and update the selection before completing Section 2.

If E-Verify does not run after you submit

Talent Platform saves your I-9 data even if E-Verify does not initiate. If a late verification reason or duplicate case error appeared after you selected Submit E-Verify, see the Late verification and Duplicate case notes in the Enter Paper I-9 Data for a Candidate section for next steps. If neither error appeared and E-Verify still did not run, go to the E-Verify section of the candidate's profile and select Create New E-Verify Case, located next to the Add from Paper I-9 button.

Frequently Asked Questions

Can I save a draft before submitting?

No. The paper I-9 manual entry form does not support saving a draft. Complete all required fields before selecting Submit E-Verify.

What happens if I make an error after submitting?

If you submitted incorrect information, submit a correction through the E-Verify case on the candidate's profile, then select Create Verify Case to proceed. Contact your Bullhorn administrator if you are unsure how to access the correction process for your organization.

Who can view paper I-9 submissions after they are submitted?

Any user with E-Verify permissions in Talent Platform can view paper I-9 submissions.

Does this feature support List B and List C documents in addition to List A?

Yes. The paper I-9 manual entry form supports List A, List B, and List C documents. When completing an I-9, you must provide either a single List A document or a combination of one List B document and one List C document together. List A documents, such as a passport, establish both identity and work authorization. List B documents establish identity only. List C documents establish work authorization only.
