ATS v2: Specify Packaged & Unpackaged Label Behaviors

You can now specify both packaged and unpackaged labels. Here's how the label behaves:

  1. If a namespace is specified, the label is checked within that namespace.
  2. If no namespace is specified or the label isn't found in the given namespace, the label is checked without any namespace.
  3. If the label is still not found, it is checked within the TR1 namespace.
