: Specify Packaged & Unpackaged Label Rules
Below are a list of rules to follow when specifying packaged and unpackaged labels.
- Non-TR1 labels should be unprotected.
- If a label is marked as protected in the Organization setup, the property can be changed through metadata API

- If a label is marked as protected in the Organization setup, the property can be changed through metadata API
- If the label is not found, the label name is used as the value.
