ATS v2: Specify Packaged & Unpackaged Label Rules

Below are a list of rules to follow when specifying packaged and unpackaged labels.

• Non-TR1 labels should be unprotected.
  • If a label is marked as protected in the Organization setup, the property can be changed through metadata API API, or Application Programming Interface, is used by customers to create custom career portals or to take advantage of Data Mirror/DataMart.
